| In Colorado, a developmental
disability is defined as a disability that: |
- Occurs before the person reaches 22
years of age;
- Substantially impacts the person's daily
life;
- Is caused by mental retardation or
related conditions - cerebral palsy, autism, epilepsy, Down
Syndrome, or other neurological conditions;
- Impairs the person's general
intellectual functioning: IQ 70 or below; and,
- Significantly limits daily living skills
in 2 or more areas.

| The Colorado Department of Human Services
(CDHS) is authorized by Colorado statute (CRS 27-10.5) to
administer services for persons with developmental disabilities.
The State directly operates three Regional Centers that provide
the most restrictive 24-hour care programs located in Wheat
Ridge, Grand Junction, and Pueblo. Regional Centers account for
only 5% of adults with developmental disabilities served. |
| Community Centered Boards (CCBs) |
| Nonprofit organizations managing resources
at the local level, CCBs are the single entry-point into the
system and determine eligibility for community-based services
and provide case management services for people with
developmental disabilities. The twenty Community Centered Boards
designated by the State may either provide child and adult
services directly or purchase services. Providing these services
at the local level better ensures the community is appropriately
served and any local funding is used to manage localized
services. |
